Brian, It has been sometime since I read new material, but these three articles deal with submarining of belt wearers. "Lower Extremity Fractures in Motor Vehicle Collisions: Influence of Direction of Impact and Seatbelt Use" By: Dischinger et al 36 annual Proceedings Assoc. for the Advancement of Automotive Medicine 1992 Portland, Oregon.
SAE 860200 and 790680. These will probably lead you to other sources. I think you might try to understand how could she hit her legs and not her upper body unless she had the belt on.
