Mark,
We seem to be in the same boat... I have been in Law Enforcement for some 12 years and I also do "TAR". I began to work with local law firms and I make good money as a PART TIME Reconstructionist for them. I however, plan to finish my time with the dept. and then go into TAR full time. With a family (growing), I must take things one at a time. Go to your local law firm(s), insurance companies, trucking companies and let yourself be known. Give a few "free" talks on Safety, Accident Investigation etc. etc. and see if that opens some doors for you. There are many times this part time job is a second full time job but I know I control how much work I can / want to do.
GOOD LUCK and let me know how things turn out for you.
