I'll take a shot here. I would suspect most forensic labs would be able to analyze a paint sample through spectograph or chromatography and tell what the make up is, I doubt you could match it uniquely to a car unless it is a highly unusual paint or layers of paint, or unless you could match a chip of paint from whence it came.
