It's my understanding that Chrysler recalled the airbag impact sensors on the 1997 Plymouth Neons for the very problem you described. You may want to check with NHTSA (www.nhtsa.dot.gov)regarding the details. According to the recall notice, dealers were supposed to replace the airbag electronic control modules with newly designed ones.
I checked NHTSA's recalls for 1998 and I couldn't find anything for Plymouth, let alone Neons. According to NHTSA, the potential number of units affected for the 1997 models was 125,000 and Chrysler began notifying owners in July of 1997.
