Steering reaction time

I am writing this in behalf of a state trooper friend of mine that does not have internet access. He is an accident reconstructionist investigating a fairly high-profile fatality accident. He wants to test a theory based on steering reaction time. Problem: there seems to be no chart or anything I can find for him that will give him an average steering reaction or at least a reaction time that he can start with. Of course, he realizes age other factors are involved in reaction time, but he wants a solid number to start with. Can any help or provide information as to where we can look? (Beleieve me, I've tried SAE, TSB, Transportation, etc etc). Thanks
