Do not really know the answer to your question. However, based on my extensive experience with Kawasaki Motors Corp. USA, I suspect that any such decision will be a Honda Corp. matter and made at the highest levels, likely from across the blue pond. Understandably a fatal accident involving two high ranking company personnel in one crash is rather traumatic for Honda.
Given the circumstances of this near unbelievable disaster, its just possible that the entire project could be sub-contracted to some one like USC's Prof. Harry Hurt for independent evaluation.
But whatever eventualy happens with this matter, any sort of credible reconstruction will need to include an integrated systems analysis of chassis,
suspension and tire forensics. Who knows, it may even come back as rider error.
