Have AASHTO guidelines been accepted as law by any govt. body?

I would like to know if "A Policy on Geometric Design of Highways and Streets"
published by AASHTO has been adapted by any goverment body as law.
I am interested to see if any federal body or any Arizona govt. has adopted
this guide.
