I worked on paving crews for several years during the summer and weekends while in college. Although I have not tested the coefficient of friction of freshly laid and rolled asphalt, I do know there is a significant amount of oil across the new roadway surface which coats the bottom of your shoes and the tires on the trucks and paving eqiupment. This oil is clearly visible on a dry day and is even more visible while paving in the rain.
