Daytime Running Lights

Does anyone have any experience with Hot-Shock and DRL's. I am currently investigating a nighttime T-bone fatal, there were no witnesses and the first person on the scene shut off the engine of the striking vehicle, and stated there were no lights on. Driver was unconscious and the light switch was off. The vehicle is equipted with Daytime Running Lights, the dashboard indicator lights when the key is turned on, but the DRL's do not come on. High beams are also inoperative, but the low beams work. THERE IS NO EVIDENCE OF ANY HOT-SHOCK even though one of the headlamps was pushed back approx 10", the front lens of the plastic bulb housing was broken, but the non-removable halogen bulb was undamaged. The DRL fuse is good. I need to determine if the DRL's were on at the time of collision. I know that the DRL's operate on the high beam filament at a lowered voltage. Even though the voltage is lower the bulb is still incandesent and, with a direct impact on the bulb, should show
evidence of hot-shock. Any experience or thoughts would be helpful. Thanks @.
