Flip & Fault Method of Speed Calculation

I'm a law student working on an accident reconstruction for a mock trial.
The investigating police officer states in his Investigative Report that
one way he calculated the speed of the vehicle that hit/killed a pedestrian
was by using the "standard flip and fault" method. I've been unable to
determine what this is. The creators of the fact pattern added only that
this was "an industry standard" method of calculating speed. There is some
concern that the writers may have in fact meant "flip and VAULT" a reference
I have found. I'd appreciate any insight.
