I had a similar problem. The solution to stabilize the tire (15 in. or 16 in.)
was to install 2 lengths of rebar lengthway and 2 shorter lengths laterally.
I simply cut the excess amount so that it was flush with the edges of the tire.
The rebar was placed about in the center of the tire curvature. Hope this helps.
This effectively broadened the contact patch but stabilized the sled therefore
eliminating a rocking motion.

I had cut an ordinary vehicle tire for the base of my sled. It's not pretty
but effective!
