The formula for determining sight distance requirements is available from several
references including:

Train Accident Reconstruction... by Loumiet Jungbauer

A Policy on Geometric Design of Highways and Streets by AASHTO

The formula has several terms ivolving train and vehicle speeds a coefficient
of friction which is different at different speeds perception/reaction time
several clearance distances etc. Tables of distances for different speeds
are given in both references along with the friction coefficients and other
standard times and clearance distances.
