Ed, thanks for the excellent photos and summary post. The case I'm working
with likewise has a burst right front passenger load limiter on the lap belt.
But it seems to me that if the intent were to limit chest g's to 60, then the
limiter would be installed on the shoulder portion of the belt, not the lap
portion as shown in your photos and in my case. Clearly I need some more
understanding here.

Is the decision to equip a vehicle with a load limiter up to the manufacturer,
who might do it for some models and not for others, or is there a standard
somewhere that requires it in certain cases? Maybe a load limiter is the
only way a manufacturer can meet MVSS 208?
