If the luminaire you are talking about was installed on a highway which was partially or fully funded by the federal government, then the luminaire must have been subjected to testing under the procedures of the National Cooperative Highway Research Program (NCHRP) Report 350 (or the older version NCHRP 230). These specify standard test methods in in which a series of vehicles is run into the test item at certain test speeds.

The results from these tests are forwarded to the Federal Highway Administration (FHWA) before the test item is approved for use. The test reports should contain still and high-speed photographic records of the test, as well as vehicle accelerations etc. (The test requirements are that data is collected to meet or exceed SAE J211). The test data is stored in FHWA's Roadside Safety Library (RSL). The information is supposedly accessible to the highway safety community.

I have been involved in NCHRP testing of roadside barriers in the past. The data acquisition requirements are very stringent, and some excellent data should be available in the RSL.
