Larry,

May I suggest that you get yourself a copy of "Commission on Ethics Opinion" which specifically deals with the issue of a Florida Police Officer acting an expert witness in civil trials and also addresses the issue of doing civil investigations regarding crash.

Basically, the Commission on Ethics has ruled that a Florida Police Officer can not work as a Private Investigator, however can provide expert witness services to a law firm that does not practice criminal law, nor is representing anyone on any matter that was investigated by your agency. You may not provide services on any case that occured within the jurisdiction of your agency.

If you need further information, please let me know, I was the officer that asked the Commission on Ethics to issue an opinion on, because previously their opinion was that it was a conflict of interest for an officer to do any Reconstruction work in the civil field.
