I should think the issue is going to be how long will you have tire material between the rims and the ground. Once it is shredded, and you have rim contact your friction value is certainly going to change as a function of metal/ground resistance and gouging. My experience is that rapidly deflating tires tend to quickly come off or shred at any significant speed, especially under braking. I had a "catastrophic" tire failure from a rib separation while on I-5, not too long ago, and as I braked off the freeway to a stop I had very clear "floppy" tire deposits and a shredded tire (as well as a beat up side of a van) before I could stop.

The police intervention videos seem to indicate that flattened tires at speed (like a spike strip) get to rim and ground fairly quickly? Or is that just my adrenaline working?
