Request for Assistance: Ejection vs. Pedestrian struck by passing vehicle

I am searching for your help. I am not in the field of accident reconstruction. I am a regular person searching for truth. Over a year ago I lost my brother in a fatal accident. It was determined by the California Highway Patrol that he was ejected from his vehicle. However, we have reason to believe, through investigations and some speculation that he was struck by a passing vehicle. My father, a firefighter of 24 years, was at the accident site shortly after it had occured. He was able to see my brother, survey his injuries, position of rest, etc., and he feels that it was more likely that my brother was struck by a vehicle rather than ejected from his own. The Deputy Medical Examiner stated in her report that my brother died from "blunt force trauma" and when asked about the possibility of him being hit by another vehicle versus being ejected she stated, " The head injuries and left-sided rib fractures could have been made during a rollover and or ejection, however, the p
ronounced lower extremity injuries, especially the left-sided tibial and fibular fractures are very atypical of a rollover/ ejection and are most consistent with the decendent's having been struck while standing...the overall pattern of injury is inconsistent with ejection." Upon further investigation of the accident an investigator inspected the vehicle, searching for the ejection point, and to determine if safety restraints were used during the crash. It is approxiamted that the vehicle rolled/ flipped 2-4 times. The investigator was unable to find evidence that my brother had been ejected out of any part of the car, furthermore, he found evidence that safety restraints were in use during the accident. This included scarring found on the latch that matches inside the latching component and stretching and fraying of the belt itself. He also found no displacement of the steering wheel or column nor did he find displacement of the driver's seat. The car driven in the accident was
a 1990 Acura Integra 2-door hatchback.

The problem that my family and I face is that we have been unable to find a way to convince the CHP that this investigation should be reopend. Despite opinions from other investigators, the CHP still concludes that there is no evidence to support further investigation. We have several unanswered questions as to the specifics of the accident that the CHP and their specialized MAIT team have been unable to answer. We have consulted an attorney, however he is dealing with the case on a civil level more than and investigative one.
