Sight Distances

Does anyone have information on the general applicability of the standard sight distance criteria for passing zone markings ?

Specifically, does this apply to all potential sight limiting circumstances such as road bends, hill crests, dips etc or are there guidelines which are separately recommended in different cases.

Investigating an accident where sight distance was limited due to road dip.
