Water running across roadway

We have one spot in out patrol district that shows repeated off road right incidents
during heavy rains. Observation of the roadway shows that water drains across
the lanes at an angle in a noticable stream, maybe 1/4" deep.
I have examined some vehicles involved, and they often show at least half of the tire
tread depth is still present. (Not bald tires.)
My curiosity is, are the drivers losing control due to hydroplaning, or is the depth
of the water sufficient to apply uneven forces (water runs at an angle to travel direction)
to the tires causing the vehicle to rotate. Or, is it a combination of the two?
