Origin of Formula?

In my travels I have come across a "fits all" type of crush formula and was wondering where it originated. I produces reuslts just a little bit higher than the rule of thumb 1 inch = 1.5 MPH. The formula is as follows :
Speed (mph) = .6817 x SQR((2 x 32.2 x crush avg inches x W1)/W2)
where W1 = weight of struck vehicle W2 = weight of striking vehicle
and NO I don't intend to use it.
