I've also used Deb's idea, but with a slightly different twist --- instead of using the surveyor's tape (which shows up much better in photos, if that's what your after), I use metal flat washers under the nail heads to make them stand out from the pavement.

When the road is dry, consider using white liquid shoe polish that comes in a "dauber" bottle. It's meant to be used upside down anyway so it works well. If you want to have an arrow point to something, make a series of dots closely spaced to form the arrow. It will last for months before wearing off.

The highway department doesn't always share my appreciation of discernable evidence, but, they get over it.
