Jerry Eubanks' paper, " Pedestrian Walking Speeds Applicable to Traffic Accident Reconstruction", contains several appendices, including walking and running velocities for children 2 to 11 years old by year, at 15th, 50th, and 85th percentiles, as well as velocities for infants 17 to 24 months broken down into fastest, slowest, and average.
