There are several relevant factors in determining hydroplaning conditions. The major ones are: vehicle speed, tire pressure, depth of water, depth of tire tread, and a minimum length of water sufficiently deep. I recommend that you read Navin's article on Hydroplaning and Accident Reconstruction, SAE 950138. That article in turn will refer you to a number of earlier articles that provide good information.
