I recently purchased Viso Home 3.0 along with the accident reporting symbol library. It is a windows drawing program in which you drag and drop symbols and templates. I'm just starting to get familar with it and so far I like it. You can use three scales for your diagrams. Visio has a forum on Compuserve where they have a demo of a product but not the accident one.
