Estimating barrier equiv for low speed collisions

Does anybody really believe that they can accurately determine the striking and
barrier equivalent speeds for a vehicle with a foam energy absorber involved in
a low speed collision? Other than abrasion on the surface of the bumper cover
the vehicles were undamaged. I have been involved with several cases where
"experts" stated that they could and did accurately determine the speeds and
most only used appraisal photographs!
