Drag Sleds

In using a drag sled that was made from a section of tire filled with concrete
as described in the IPTM Traffic Accident Investigation manual the sled wobbles
when it is dragged on the road surface. A neighboring PD has the same problem
with theirs. Is there anyway to correct or prevent this and does steadying it
while dragging it have any significant affect on the Force that is used in the
formula for determining coefficient of friction using the drag sled?
