Off duty employment for active police officers in the A.R.field

For years I argued with the Ky. State Police about their reluctance to
allow active officers to pursue a limited private practice in the A.R.
field. My argument was to allow it with some restrictions. Their answer
was a simple NO! without more explanation than it would create problems
and therefore could not be allowed. No meaningful research was done nor
debate on the issue allowed on the matter by the agency which unfortunately
is it's trademark.
My question to you then is this: Are there agencies out there who allow
this and if so could you send me a copy of your policy on the matter?
My next question is: Knowing that there are many agencies who ban this
practice altogether could you send me a copy of a viable and well
researched reason for denial along with a copy of the applicable policy
if one exists? My aim is to find the best solution to this problem for my
friends.
Incidentally I added my name to the E-mail list of TARO today although
confirmation hasn't taken place yet.
