Paul,

I have in the past amused myself by dangling a mass from a string tied to
a rearview mirror. The acceleration of gravity always acts vertically.
On a flat road changes in the velocity of the rearview mirror (read car)
act at 90 degrees to acceleration of gravity. So the string hangs at an
angle equal to the tangent of ratio of the accelerations.

A 1 g acceleration for the car will produce an angle of 45 degrees
in the string atan(1/1)

A half g makes an angle of 26 degrees atan(.5/1)

and so on...

Dampening is clearly a problem. Most events do not last long enough to
allow the string to damp out.

Now I have never heard of a British Pendulum Tester. But I would bet.....
