Barzelay's "Scientific Automobile Accident Reconstruction," Vol #1, pg 4.17, describes such
a device as follows: "The French use a small pendulum device based on the energy
principle.... The device is called a Leroux Rugisometer. The British Portable
Skid Resistance Tester is also based on the energy principle. It was originally
developed by the United States National Bureau of Standards, and then improved
by the British Road Research Laboratory. The device is used both in England
and the United States, mainly in laboratory testing rather than field testing."
