A organizaion question about Accident Reconstruction

Hello!
I'm a student major in transportation in universtiy.
I'm working for my term paper titled "what kind of accident analysis
organization is suit our country(R.O.C Taiwan)".
The content of this thread is designed for getting current situation
in USA.
I'm intereted in the organization working on accident reconstruction.
There are two questions in the article:

1. Can anyone tell me what kind of organization is suitable
for accident reconstruction.
Or to which structure as follows your organization is belong:

A."Simple structure"
ex: A project manager with several technical assistants.

B."Matrix structure"
ex: Each of several departments is specialized for
Research Analysis.
Each person in the department is assigned to join several projects..
This structure is bigger and more complex than simple structure.

C."Committee structure"
ex: Everybody in Committee can do R A independently and be responsible
for several projects.Then they may have some meetings during a week
to discuss the projects.

D.else, please illustrate:

2.How much is the fee charged for the reconstruction?:
Please give me your opinion like Revenue-Cost=fee.
