Eddie,

Can you give us a little more detail to work with? Do you know the magnitude of the collision (speed change during Impulse) and direction of primary force application? Any contact sites with-in the vehicle? Where on/in the head is the injury? What is the nature of the head injury? How was the belt worn? Was it cinched tight? Active/Passive? Lap and shoulder? With some more data we can probably give you some area to investigate so that you can come to some reasonable determination. Also go to the old posts (96-97) and review similar sites there. You may get a jumping off point there also.
