Injuries with seatbelt

I have been asked to give an opinion as to whether a person who sustained head injuries was wearing a seatbelt
in the accident. The only reference I have found thus far is one which
states that the forehead can contact the dashboard at speeds in excess of
25 mph. Has anyone any information please ?
