There are varied compositions of chemicals in the paint used in striping roads here in the states, (frequently the effort is based on creating a line that dries quickly, resists fading and is somewhat resistant to the naturally road traffic abuses it will face, also glass beads may be added in the mixture for reflectivity). Many temporary stripes are actually tape. I don't have a specific number for you, for coefficient of friction, but certain compositions can be slippery when a layer of water can build up on it. Your best bet would be to test the surface. A motorcycle has such a small contact patch, but typically extended contact does not happen unless the rider chooses to crowd the line.
