N.I.C.B. has a program called "VINASSIST" that breaks down vin's. If you can
get ahold of it, the progam works great. I've used it in my laptop in the
field and turned a couple of stolen cars. The only drawback to the program
is that it will work on 17 digit vin's so it won't work on older vehicles.

I'll check with N.I.C.B. and see if it is availble for non-law enforcement
use.
