SAE standards for head and tail lamps

Does anyone have data or documentation on SAE standards for passenger vehicle headlamps and tail lamps such as SAE supplement TR-34. Im seeing a great deal of after-market tinted head and tail lamp covers appearing on vehicles and am curious not anly as to their legallity but the effect on lamp performance and visability.
