You may wish to check with SAE HS-34 Ground Vehicle Lighting Standards Manual.
I have the 1995 Edition, however the 1997 publication has just been recently
released. This is an excellent manual and well worth the investment.

Now, to address your query. Under Performance Requirements for Motor Vehicle
Headlamps - ASE J1383 JUN90 Under sections 2 and 3 it states the candela
output requirements for the headlamp and explains the codes that must be present
on the lamp. Section 5, specifically 5.5 "Color-The color of the emanating
light produced by a headlamp shall be white as specified in SAE J578".
