Is Drag Factor Velocity-Dependent or Not?

Hey guys...

A lively debate ensued at the '97 IPTM Special Problems seminar regarding whether
or not drag factor is velocity dependent. Some pointed to relatively old studies
that verified the idea while others screamed that those studies were based upon
flawed testing procedures and that modern experience invalidates the idea of
velocity dependent drag factor values. Certainly some readily found charts
present values for drag factor when the skidding vehicle was traveling in excess
of 30 or so mph and other values for below 30 mph. Still other charts make no
mention. Some well-knowns don't buy into the idea... John Daily for instance told
me that he couldn't measure a difference. In short, neither can I.

What do you guys think... yeah or neah?
