An interesting question, no doubt. I may be wrong, but I'd think that it has something to do with the vibrations in the tire rubber or tread pads set up as it moves across the surface of the pavement, knowing that vibration is required for noise. That would explain why no screech on sand: the sand moves around under the rubber, thus no driving force for the vibration. As the drag-speed changes (during the stop on pavement), the driving frequency for the sound changes, and the tire heats up some, both potentially affecting the tone, I'd suspect.

Anyone else?
