You're absolutely right Ed. I looked at the contact damage and couldn't understand why anyone would venture 121 mph, unless they were just plain unqualified. I suspect that's the case; an untrained observer, whether police officer or papparazzo, saw something and made an assumption based on irrelevant facts.
