Motorcycle drag factors

I have recently come across an individual who has tested a road surface with a car came up with a factor of 0.86 then mutiplied this value by 0.95 to come to a value of 0.81 . This 0.81 is the value he is now using for the motorcycle skids left behind at the scene . Something seems wrong with this. It was my understanding that motorcycles assuming both wheels braking will usually result in higher factors than cars , same surface. Any comments please.
