Braking Efficiency in Rear End Impact

I am trying to determine a consensus relating to the following crash scenario:
A FWD vehicle is stopped on the shoulder of a highway with its emegency brake engaged. It is struck in the rear by another car.
1. What braking efficiency do you ascribe to vehicle realtive to its post impact trajectory?
2. How do you account for the fact that often the rear end is lifted off the ground for part of it's post impact trajectory?
