Contact me via aol and I'll give you the name of some lab's and P.E.'s (product defect types) that do that sort of thing also I can pass on some info re. the device components for the intertial locks and the emergency locking (reel spool out rate sensitive) retractors and a thing called slip pawl that may be of interst to you. Whether you think it happens or not is for you to decide.
