I have tested surfaces as new as one to four days. There may be some variation, but the more critical factor, by far, is what is the composition of the new surface. It is not unheard of for asphalt to be mixed with varied ingredients to add to the life expectency of the surface. Some rubber additives tend to reduce the average fricition value below what most published charts consider as the average, though the road looks beautiful. I would suggest you test it if you are not certain of the composition.
