Drag Factor of Freshly Laid Asphalt

I would be interested in any information or test results on the drag
factor on fresh asphalt. Does asphalt have a reduced friction value
until it cures for a specific amount of time. I am looking at a case in
which the asphalt was laid 3 weeks prior to the crash, but the weather
was in the 80 degree range. Past history has always told me that asphalt
has its best friction when new, but what if it is REALLY new.
