The California Highway Patrol is using an in-house developed program called
C*STAARS ( Callifornia Statewide Accident Arrest Reporting System). I am using this
combined with Generic CADD/DATA Sketch for diagrams. Some Officers are
using VISIO for their diagrams. If you drop me an e-mail I'll see about
getting you a copy or other information about CSTAARS.
